Description:
The Business Controller is the point of contact for program managers, department heads and management consultants, when it comes to finance and control. He/she is a sparring partner for internal clients, provides them with professional advice and makes connections with relevant players inside and outside the municipality. In addition, together with the Financial Controller, the Business Controller makes an important contribution to the Planning & Control cycle.
 
The organizational units and policy areas for which the Business Controller sought will work belong to the Strategy, Policy and Direction (SBR) cluster. This cluster is in a state of flux. Whereas the activities within this cluster have until now been managed entirely from the Space program, a large number of tasks are now being organized from newly formed departments, and a number of programs are being appointed from which to work on a number of important change tasks.
 
The Business Controller sought will primarily support the new departments of the SBR cluster. These are four departments with the following policy areas / focus areas:
  • Urban Planning & Landscape, Mobility
  • Heritage & Archaeology, Environment & Health.
  • Spatial Legal Affairs, Environmental Service ODRA, Housing
  • Energy, subsidies and Urban agriculture.
There will also be collaboration with two fellow business controllers working for the programs related to the urbanization task and sustainability (climate and energy). The division of tasks within F&C may be further tightened as a result of organizational changes at SBR.
 
Important aspects and activities in the role of senior business controller are:
  • Sparring partner for internal clients: concerned directors, program managers, cluster managers and development managers;
  • Advise on risks, opportunities and threats and how to manage them;
  • Monitoring that the activities within your accounts are efficient and legitimate. Ensuring that administrative proposals also meet the requirements of effectiveness and legitimacy;
  • Advising and supporting in the acquisition and justification of subsidies from other governments for projects, often in the field of Mobility;
  • Establish and maintain connections with, among others, your clients, colleagues within F&C and with other relevant players within and outside the municipality;
You know how to formulate your advice clearly and professionally. You are persuasive and results-oriented: you take concrete and targeted action to achieve goals and make an effort to win others over to an idea or point of view. You know how to recognize the core and connections in issues and you come up with (new) solutions, ideas and perspectives.
  • HBO / WO working and thinking level
  • A relevant completed education, such as accountancy, finance & control, business economics, business administration;
  • At least 5 years of relevant work experience in finance and control;
  • Knowledge of BBV and other relevant laws and regulations.
