As the Crossroads Bank for Vehicles, we are the central point of an ecosystem related to vehicles. The aim is to centralize, enrich and distribute all vehicle information available for Belgian vehicles back to external partners who need this data in their core processes, all according to the correct legal protocols and GDPR regulations.
DIV registers vehicles and issues license plates using the Mobivis program. Many external partners also use this data in their day-to-day operations. However, the Mobivis application is built in the outdated CA-GEN, with high maintenance costs and less optimal in terms of security measures. Jarvis aims to rebuild MOBIVIS application in JAVA and to modernize and optimize all business logic associated with it.
Function
We are looking for a Senior Program Manager who can coordinate this set of products in an agile way, link the different teams and business, and help them to develop a good strategy for the evolution of the applications they need to run their business. As a Program Manager you work together with the (Business) Product Owners of the various teams involved to manage the program backlog on the one hand and the underlying product backlogs of the various teams on the other.
The program is divided into various sub-projects that all need to be managed and coordinated separately, but overarching still have a lot of overlap in terms of resources, dependencies, etc.
In concrete terms, this concerns the phased redevelopment and modernization of the existing Mobivis application:
development of a new web application for internal employees;
replacement of current SOAP interfaces with REST interfaces for external partners (insurers, bpost...);
development of a new web application for vehicle registration and number plate assignment;
development of a new web application for public consultations;
modernization of underlying infrastructure (Hardware, OS, Middleware);
implementation of improved logging & security (eg GDPR);
integration of a new scanning application;
migrations and rework of various integrations with authentic sources.
We also expect this Program Manager to take on a role as an agile coach on the one hand to the teams directly involved, but on the other also in the context of the broader agile transformation that is underway within the FPS. This program plays a pilot role in that transformation.
